CHOICE Arrangements, formerly known as ICHRA.

A CHOICE Arrangement is an employer-funded individual coverage HRA. The employer defines eligible classes and contribution amounts; employees choose qualifying individual health coverage. The strategy works only when the market, contributions, administration and employee experience work together.

Feasibility before quoting

Compare current employer cost, projected renewal, workforce geography, individual premiums, carrier participation and implementation readiness. The correct answer may be group coverage, ICHRA or a strategy using both.

Contribution design

Model employee, spouse and dependent allowances; permissible classes; age variation; geography; budget targets; and employee out-of-pocket impact. A flat contribution is simple, but not always equitable or competitive.

Affordability and family strategy

Test ACA affordability for employees and evaluate dependent access to premium tax credits under the family-affordability rules. Contribution decisions should be modeled before the plan is adopted.

Carrier, network and prescription analysis

Review on- and off-exchange availability, provider networks, formularies, metal levels, plan design and regional differences. A low premium is not a complete recommendation.

Platform and payment selection

Compare administration, payroll integration, plan shopping, payments, substantiation, reconciliation, mobile experience and licensed employee support. Technology should administer the employer’s strategy—not define it.

Compliance and plan documents

Coordinate the employer resolution, ICHRA plan document, SPD, required notice, Section 125 POP when applicable, coverage attestations, HIPAA and broker authorizations, BAA and annual reporting review.
